Police Constable William Smith arrived on the scene of 40 Berner Street at around 1am on the morning of 30th September 1888. He found Elizabeth Stride's throat had been slashed.

William Smith was born on 14th September 1862 at Milton under Wychwood, Oxfordshire. He went on to join the Metropolitan Police in 1883. His warrant number was: 67565. He was posted to H-division (Whitechapel) in 1886. He retired from the force in 1910.

Constable Smith had seen Elizabeth Stride earlier in evening. Elizabeth Stride had been talking to a man who was about five-foot seven in height and was wearing a dearstalker hat, a long, dark overcoat and dark trousers. Constable Smith estimated the man's age was approximately 28 years.
